Below is the link to the project portal. The project will have a significant effect on the cycling infrastructure between Cobham ( Pointers Road/Painshill) , Elm Corner, Wisley and Ripley. Some of this will be good, for instance a through route from Pointers Road ( off Plough Lane ) to Wisley and Pyrford. My understanding is that most of this new infrastructure will be built before work starts to widen the A3.
If you enter the portal and click on the Non Driving Users topic on the right hand side it will highlight all the items that potentially affect us with maps showing new routes. You can drill down for more detail in most sections.
