PS Highway Code - As I was saying.

Sorry. I should clarify. What I should have done was attach a link to the Times leader to which I was referring. Incompetence thwarted me . I'm sure that you know what I mean.  See screenshot below.   What do you think?

This is the usual guff. One might expect better of The Times.

Cycle registration has been tried in a number of countries over the years - Germany, France and Switzerland, amongst others. It has always been abandoned as an expensive waste of time.

The road infrastructure of this country is paid for out of general taxation, so those who have cars, cycles or neither make their contribution, according to means. This is manifestly fair, as even those with no vehicle benefit from, for example, the supply of goods to shops, which is invariably by road.

As for 'Road Tax', there has been no such thing since 1936. The current 'Vehicle Excise Duty' is an environmental tax on the emissions of internal combustion engines. Electric cars and bicycles have no tailpipe emissions and so do not attract this tax.
