This helpful article from LCC explains the rules. In summary - (non folding) bikes are allowed outside of rush hour, including in the central section between Paddington and Liverpool Street.
You can also take your bike into London when the rush hour is coming out, and vice versa.
In other news, it's also free to travel on the whole length of the line if you have a Freedom Pass, but only free inside Zone 6 (to Heathrow, West Drayton, Abbey Wood or Harold Wood) if you have a 60+ Oyster card. Interesting possibilities.

So is this like Thameslink where similar rules apply in the rush hour? The question with Thameslink ( eg: arriving from St Albans in the evening rush hour) is how far south can you go before you are deemed to be leaving London and therefore not allowed. Do you have to get off at St Pancras or can you go all the way to Blackfriars? That's not clear. I wonder how this will be interpreted on the Elizabeth Line.
For the Elizabeth line, I think it is clear. If you are in the "central section" (which is between Paddington and Liverpool Street) you are not allowed to travel in either direction at peak times. Outside the central section, you are not allowed to travel into London in the morning, and out of London in the evening peak times.
